POLITIE Belgique Police Fédérale Virus Computer Locked?

Can the POLITIE Belgique Police Fédérale Virus ukash scam lock your computer? How can i unlock my compute from this notice? My husband turned his computer on and a screen came up saying he was watching porn which he was not it say from the POLITIE Belgique Police Fédérale. Our computer is blocked, supposedly by the POLITIE Belgique Police Fédérale ukash virus asking for €100 within 72 hours or I will be prosecuted.  I presume this is ransomware.  I can’t seem to get rid of the screen.  Is there an easy fix for this and have the whole thing cleaned?

Computer is blocked by “Ordinateur est verrouillé” locking screen message!  I’m a law-abiding citizen, I swear I have never done any illegal things it accuses me. And I believe it’s not really a warning from the police. It’s a “Ordinateur est verrouillé” virus like many people said online. I don’t know how to clean or remove it to unblock my computer!
