PUP.Open Downloader Manager Removal Guide

My computer is in trouble with this PUP.Open Downloader Manager. I can’t get rid of it by myself. Every time I use my anti-virus program to remove it, but after I restart the computer to make sure the removal takes effect, this thing comes back.
