Programs “Not Responding” – What to Do?

Hi, so my computer has a habit of constantly freezing programs on my PC whenever I am using them. The programs only freeze when I left click or hit enter while tabbed into the program. However, that does not cause freezes 100% consistently. It seemingly has a time frame of a minute or 2 where whenever I left click or hit enter, programs freeze. There is a link to a picture of my Task Manager below. The massive GPU and CPU drops are whenever the programs or games will freeze. I thought this problem would be something to do with my memory, but looking at the task manager, the memory does not change whatsoever whenever programs freeze.
